Radar detector v1.4 for Ets2 1.30.x game version

New version 1.4:

- As you approach the speed cameras, a female voice warns of radar operation

- Police cars are not penalized when speeding is exceeded

- Works on a standard map with all DLC

Tested on 1.30.1.6s game version
